Commissioner for Data Protection and Freedom of Information of Hamburg
Prof Dr Johannes Caspar has been the Commissioner for Data Protection and Freedom of Information of Hamburg since May 2009. He received his doctorate in law from the University of Göttingen in 1992 with a dissertation on Jean-Jacques Rousseau's philosophy of law and state. After his habilitation in 1999 for the subjects constitutional law, administrative law and philosophy of law, he worked at the German Institute for International Educational Research in Frankfurt am Main. From 2002 to 2009 he was a speaker and later deputy head of the academic service in the Schleswig-Holstein state parliament.
