Chairman of the European Academy for Freedom of Information and Data Protection (EAID), former German Federal Commissioner for Data Protection and Freedom of In-formation (2003-2013), Chairman of the arbitration board of the gematik GmbH (corporation for the introduction, maintenance and development of the electronic Health Card and its infrastructure as the basis for electronic data transmission applications in the health sector). Mr. Schaar has a degree in Economics. He has been dealing with data protection since 1986, as Deputy Hamburg Data Protection Commissioner, as founder and managing director of a consulting company and as Federal Commissioner for Data Protection and Freedom of Information. Since 2007 he has been lecturer at the University of Hamburg. He published numerous books and received several awards, amongst them the prize of the Friedrich-Ebert-Foundation “The Political Book 2008” for his book „The end of Privacy“ and the Louis D. Brandeis Privacy Award of US Patients Privacy Rights (2014).
